Before you sign anything, you need to know about a brand-new state law that protects you. Gov. Evers signed Wisconsin Act 230 into law on April 9, 2026 — and it couldn’t come at a better time.
These contractors — often called “storm chasers” — follow severe weather events looking for work. Some are perfectly reputable. But others use high-pressure tactics or ask you to sign away important rights before you fully understand what you’re agreeing to. Wisconsin Act 230 was written specifically to stop those bad actors.

What the Law Prohibits — Red Flags to Watch For
❌ Contractors cannot negotiate your insurance claim
Under Act 230, a roofing or exterior contractor is prohibited from representing you or negotiating with your insurer on your behalf. Only you — or a licensed public adjuster — can do that.
❌ No “assignment of benefits” pressure
Some contractors ask homeowners to sign over their insurance benefits in exchange for handling the whole claim. This can strip you of policy rights and lead to inflated bills and claim denials. Act 230 directly targets this practice.
❌ No waiving your deductible
If a contractor offers to “cover your deductible,” that is a red flag — and a violation of Wisconsin law. Walk away.
Rights You Now Have Under Act 230
✅ Written disclosure required before you sign
Any contractor must give you a plain-language written statement of your rights before you enter into a repair contract tied to an insurance claim.
✅ 3-business-day right to cancel
If your insurer denies all or part of your claim after you’ve signed a repair contract, you have three business days to cancel. The contractor must return all money paid within 10 days.
ℹ️ State enforcement authority
The Office of the Commissioner of Insurance now has enforcement authority over these protections — meaning there are real consequences for contractors who violate the law.
